Co-lead of the UAP Task Force (UAPTF) on behalf of NRO/NGA from 2019 to mid-2022. On 5 June 2023, Grusch’s allegations were published in The Debrief (reporters Leslie Kean and Ralph Blumenthal) — that the U.S. government has operated a multi-decade crash-retrieval and reverse-engineering program involving “non-human intelligence” craft and “biologics.” On 26 July 2023 Grusch testified under oath before the House Oversight Subcommittee on National Security. He confirmed he had filed formal complaints with the Intelligence Community Inspector General and that the IC IG had found his complaints “credible and urgent” — a designation that triggers protected disclosure to congressional committees. Grusch testified that he had personally interviewed program participants and possessed corroborating information; he declined to name programs or individuals in unclassified session, citing classification. The IC IG’s referral letter (described in the AARO Historical Record Report Vol. I, 2024) is on file with the House and Senate Intelligence Committees. As of 2026 no element of Grusch’s substantive program claims has been confirmed by an executive-branch agency in the public record; the All-domain Anomaly Resolution Office’s 2024 report stated it found no evidence supporting them. Both can be true simultaneously.
