Andrew Mellon family scion; held a TS/SCI clearance for two decades. Served as Deputy Assistant Secretary of Defense for Intelligence in the Clinton and George W. Bush administrations (1998–2002), with portfolio responsibility for technical-collection and special-access programs, and as the Senate Intelligence Committee’s minority staff director under Sen. Bob Graham. In 2017 Mellon was the named DoD-side source who passed the three Navy F/A-18 “GIMBAL,” “GO FAST,” and “FLIR1” videos to Leslie Kean for the 16 December 2017 New York Times article that broke AATIP. He co-founded To The Stars Academy with Tom DeLonge, Hal Puthoff, and Luis Elizondo in October 2017 and has testified at congressional UAP briefings 2019–2023. As of the 2023 Schumer-Rounds UAP Disclosure Act drafting, Mellon was one of three former defense officials cited by Senate offices as having reviewed alleged “non-human biologics” retrieval-program materials.
