Physicist; PhD electrical engineering, Stanford; co-led the CIA-and-DIA-funded remote-viewing program at SRI International from 1972 to 1985 (the program later declassified as Stargate); served as a consultant to AAWSAP/AATIP through Bigelow Aerospace; co-founder of To The Stars Academy.

PhD electrical engineering, Stanford 1967. Held NSA and Naval-Research patents on tunable infrared lasers. In 1972, with Russell Targ, founded SRI International’s parapsychology research program under contracts from the CIA’s Office of Technical Service and later the DIA — the program publicly declassified in 1995 as Project Stargate. Star psychic subjects included Ingo Swann, Pat Price, and Joseph McMoneagle. Puthoff’s Mind-Reach (1977, with Targ) is the primary insider account. In the early 2000s he joined Robert Bigelow’s NIDS; from 2008 he was a senior consultant under the $22M AAWSAP contract at Bigelow Aerospace Advanced Space Studies (BAASS); he is named in the Lacatski/Kelleher/Knapp Skinwalkers at the Pentagon (2021) as a principal scientific lead on materials analysis. In 2017 he co-founded To The Stars Academy with Tom DeLonge and Christopher Mellon; he has authored or co-authored peer-reviewed papers on zero-point energy and on metric engineering of warp drives (Physical Review D, 1989; AIAA Space, 2010).
