ODNI Preliminary Assessment: Unidentified Aerial Phenomena (2021)

Mandated by a provision attached to the FY2021 Intelligence Authorization Act, the Preliminary Assessment: Unidentified Aerial Phenomena was delivered to Congress and released publicly by the Office of the Director of National Intelligence (ODNI) on June 25, 2021. It was produced with the Department of Defense’s UAP Task Force (UAPTF), under the Under Secretary of Defense for Intelligence and Security. The assessment drew on 144 reports of unidentified aerial phenomena occurring between November 2004 and March 2021, most originating from U.S. Navy aviators and the service’s standardized reporting pipeline.

Of the 144 incidents, the UAPTF could confidently explain only one — a large deflating balloon; the remaining 143 stayed unresolved, which the report framed as a consequence of limited, inconsistent data rather than evidence of anything exotic. It sorted phenomena into five bins — airborne clutter, natural atmospheric phenomena, U.S. government or industry developmental programs, foreign adversary systems, and a catch-all “other” — and noted 18 incidents with unusual movement that warranted further study. Its most-quoted conclusion was epistemically cautious: the data did not provide evidence of extraterrestrial origin, but the report explicitly declined to rule any explanation in or out.

The document stressed that most reports likely represented physical objects, that UAP pose a flight-safety hazard and a possible national-security concern, and that stigma, under-reporting, and a lack of standardized collection had crippled analysis. It recommended a more rigorous, centralized data-collection effort — a recommendation that fed directly into the creation of AARO. Several of the cases informing the reporting culture, such as the Nimitz/Tic-Tac encounter, predated and contextualized the assessment.
