U.S. Government UAP Programs (the institutional record)
The eight-decade lineage of official U.S. government UAP study — Project Sign (1947) through AARO (2022– ) — the documented spine the rest of the modern record hangs from.
This is the connective tissue of the serious record: the chain of official U.S. government UAP programs, which is documented beyond dispute even where its conclusions are contested. It runs in two eras separated by a long silence.
The Air Force era (1947–1969). Project Sign opened in 1947 and produced the classified Estimate of the Situation (1948), which reportedly leaned toward the extraterrestrial hypothesis and was rejected and destroyed. Sign became Project Grudge (1949), whose posture was debunking, and then the long-running Project Blue Book (1952–69). The 1953 Robertson Panel — a CIA-convened body — set the policy of public debunking; the 1968 Condon Committee’s negative report closed Blue Book in December 1969. The astronomer J. Allen Hynek consulted across all three programs; the journalist Donald Keyhoe and NICAP pressured them from outside.
The silence, then the revival (1969–present). For nearly four decades there was no acknowledged program. Then the DIA’s AAWSAP and AATIP/AAWSAP (2007–12), funded via Robert Bigelow, quietly resumed the work. Luis Elizondo’s 2017 resignation and the December 2017 New York Times story broke it into public view, releasing the Navy videos. The 2021 ODNI assessment (144 reports, 1 explained), the 2020 UAP Task Force, and the 2022 standup of AARO institutionalized it; the July 2023 House hearing and AARO’s 2024 historical review are its latest chapters.
The arc is one loop run twice — study → debunk → close, then revive → acknowledge → institutionalize — forty years apart. The methodology cards below model that arc as a statechart, the recurring burial/disclosure dynamic as a Petri net, and the modern sensor cases as an evidence poset. What the programs were is settled history; what any of them concluded about non-human origin is the contested question — and it lives entirely in the modern branch.

The structure worth seeing: the arc is one loop run twice. “Studied → Debunked → Closed” (1947–69) and “Revived → Acknowledged → Institutionalized” (2007– ) are the same cycle; the 1969–2007 “Closed” state is the dormancy between firings.
Falsification. The lineage itself is documented beyond dispute — contracts, FOIA releases, public law. What is contested is whether any program ever concluded “non-human”: AARO’s 2024 historical review says no; the Grusch-line testimony says yes. That dispute lives entirely in the Revived→Institutionalized branch.

Properties. The net is cyclic by construction — T6 returns the token to P1, so the system never terminates; Sign→Blue Book→Condon→(silence)→AAWSAP→AARO is two full traversals. The analytically weakest transition is T3 (the choice to dismiss): it is a policy decision, not an evidentiary one, and it is exactly where the record is most opaque. The claim “the modern Navy encounters (2004 Nimitz, 2014–15 Roosevelt) involved real, unidentified objects” decomposes into independent corroboration streams:

Acceptance gate: ≥2 independent sensor modalities concur on a track no known craft fits. Falsification gate: a single prosaic cause accounts for all streams at once. The honest split: GIMBAL’s rotation (glare artifact) and GOFAST’s apparent speed (parallax — a slow object high above water) each have plausible optical explanations individually. The hard residue is the Nimitz multi-sensor concurrence, where radar + two-aircrew visual + IR + the CAP-point reacquisition are the most resistant to collapsing into one artifact. That residue — not the videos alone — is the load-bearing claim.
