1945 to 2023 — finding no evidence that any US entity or private company ever
possessed, recovered, or reverse-engineered extraterrestrial technology, and no
verified case of a UAP sighting being an alien craft, attributing many famous
claims to misidentified ordinary or classified objects and 'circular reporting.'
This is the most comprehensive official US government skeptical assessment of
UAP and crash-retrieval claims to date — the institutional counterweight to
David Grusch's July 2023 congressional crash-retrieval/reverse-engineering
testimony. It is a central node of the institutional/disclosure spine (with the
2021 ODNI report, AARO, the 2023 hearings), and a clean study in a rigorous
government review reaching prosaic conclusions — mundane and classified
explanations, no extraterrestrial evidence — while critics note its limits
(classified-program access, scope, and that absence of evidence is not disproof).
