In December 1984 producer Jaime Shandera received an anonymous roll of 35mm film (Albuquerque postmark) showing a Truman-Forrestal memo and the ‘Eisenhower Briefing Document’ (dated 18 November 1952) naming a 12-member committee - Vannevar Bush, James Forrestal, Roscoe Hillenkoetter, Donald Menzel, Nathan Twining, Hoyt Vandenberg, and others - managing a Roswell craft-and-bodies recovery. Held privately by Shandera with William Moore and Stanton Friedman, then released publicly in 1987. The debunking is documented: AFOSI forwarded a copy to the FBI, which declared the documents ‘completely bogus’ after OSI confirmed no such committee existed, and analysts (Philip Klass; Joe Nickell & John Fischer) identified anachronistic date formats matching Moore’s own letters, a Truman signature pasted from a genuine October 1947 letter (with stray scratch marks), style errors, and that Robert Cutler was abroad on the date he supposedly authored the Cutler-Twining memo. A disinformation reading is live - Moore admitted in 1989 to working since 1981 with AFOSI agent Richard Doty - though Klass himself called the disinformation theory ‘ridiculous,’ so hoax-vs-disinformation is contested even among skeptics. The alleged documentary ‘smoking gun’ of a secret control group, now overwhelmingly regarded as forged.
