GEIPAN (Groupe d'Etudes et d'Informations sur les Phenomenes Aerospatiaux Non identifies) is a permanent unit inside CNES, the French national space agency, and is the only continuously operating official government UFO/UAP study body in the world (founded 1977, public-facing since 2007). It collects reports, mostly funneled via the Gendarmerie, investigates them scientifically, and classifies each as PAN A/B/C/D; the large majority are explained, with only ~2-3% remaining genuinely unexplained ("D").

GEIPAN is the strongest existing proof that a national government can study UFOs openly, scientifically, and transparently without endorsing the extraterrestrial hypothesis. Its public, searchable case database and downloadable investigation files set a transparency benchmark the U.S. (Blue Book, AARO) has never matched, and its methodology (cognitive interviews, on-site work, image forensics) is a model for serious UAP investigation. It is the international counterweight to the corpus's U.S.-centric institutional spine — the agency that took the opposite path from the Condon Report's "wind it down."
