The first independent scientific review of UFO physical evidence since the Condon Report — convened by Stanford astrophysicist Peter A. Sturrock, funded by Laurance Rockefeller, held at the Pocantico estate. It found no proof of extraterrestrial origin but concluded that several physical-trace cases warranted serious scientific attention.

The Sturrock Panel was the first independent scientific review of UFO physical evidence since the 1968 Condon Report, and explicitly declined to either endorse or dismiss the phenomenon — recommending instead that it ‘would be valuable to carefully evaluate UFO reports’ with modern instrumentation.

The week-long workshop was funded by Laurance S. Rockefeller, who in the same period (1993–1996) had separately funded the Rockefeller UFO briefing document delivered to the Clinton administration — making him the most consequential private patron of late-20th-century UFO science.

Among the cases reviewed was Trans-en-Provence (8 January 1981), in which the French government’s GEPAN had documented anomalous chemical and biological changes in soil and alfalfa at a reported landing site — cited by the panel as one of the more analytically tractable physical-trace cases.
