Dated 9 January 1953 (Battelle file G-1579-4) and addressed to Mr. Miles E. Coll at Wright-Patterson AFB, attention Blue Book chief Capt. Edward Ruppelt, the memo emerged from Battelle’s ‘Project Stork’ - the contractor analysis of several thousand UFO reports that became Blue Book Special Report No. 14. Written days before the CIA-sponsored Robertson Panel (14-18 Jan 1953), it urged that ATIC and Battelle agree on ‘what can and what cannot be discussed’ at the panel, and proposed a covert controlled experiment: selecting high-report areas with full visual/radar/photographic coverage and secretly scheduling ‘many different types of aerial activity’ to study how UFO reports are generated - so the Air Force could reassure the public that ‘everything is well under control.’ Jacques Vallee found the memo in J. Allen Hynek’s files in 1967, published it in ‘Forbidden Science’ (1992) under the pseudonym ‘Pentacle’ (the circulated document itself reads ‘H.C. Cross’), and authenticated the circulated copy in 1993. Its TEXT is undisputed; its meaning is contested - maximalists (Vallee) read it as evidence the Panel’s evidence was pre-selected and a UFO-wave simulation planned, while skeptics (Sheaffer, Greenwood) read it as ordinary contractor caution about an unfinished recommendation that was never acted on. Jacques Vallee, who found the memo in Hynek’s files in 1967, authenticated the circulated copy on 12 June 1993: ‘the document you sent me appears to be genuine. It corresponds to the one I saw’ - though whether the proposed experiment was ever carried out has never been shown.
