The COMETA Report apparatus-event
The COMETA report ("Les OVNI et la Defense: a quoi devons-nous nous
preparer?" / "UFOs and Defense: What Should We Prepare For?") was a 1999
study by COMETA, a PRIVATE, unofficial association of high-ranking retired
French generals, admirals, engineers and officials, most linked to the
defense-studies institute IHEDN. It concluded that ~5% of cases are
genuinely unexplained and that the extraterrestrial hypothesis is the best
available explanation — its most famous and most contested feature.
COMETA is the highest-profile instance of serious, credentialed defense
figures publicly endorsing the extraterrestrial hypothesis as the leading
explanation, and of reframing UFOs as a national-security and airspace
issue. It is also the corpus's reference example of the official-versus-
unofficial confusion: despite the stature of its authors, it was NOT a
French government report, a distinction routinely lost in popular coverage.
It marks the boldest point on the spectrum of credentialed conclusions —
GEIPAN (agnostic) to Sturrock (study-worthy, no ETI claim) to COMETA (ETH
as best hypothesis).

magazine VSD; copies are sent in advance to President Jacques Chirac and
Prime Minister Lionel Jospin. Jean-Jacques Velasco (former GEPAN/SEPRA

1999_after
Jospin's office reportedly reads and annotates the report but issues no
formal government response. The report produces no government action —
its presentation to authorities was unsolicited.

The report draws international attention and English translations, and
is widely (and incorrectly) reported as an official French government
