From roughly 1973-1980 ‘mutilation’ reports swept the US West and Midwest (Colorado saw nearly 200 reports in 1975 alone), describing cattle with missing eyes, tongues, ears, genitals, and rectums, clean ‘surgical’-looking cut edges, little blood, and no predator tracks - associated in the lore with UFOs and unmarked ‘black helicopters.’ After Colorado Senator Floyd Haskell pressed the FBI (which declined active jurisdiction), a $44,170 federal LEAA grant funded Operation Animal Mutilation, led by recently retired FBI agent Kenneth Rommel, who inspected ~25 carcasses and concluded in a ~297-page 1980 report that the deaths and ‘mutilations’ were natural: predators and scavengers eat soft tissues first, blowfly larvae ‘clean’ cavities leaving smooth margins, post-mortem bloat tears hide into linear ‘incision’-like splits, and blood pools and settles internally so little shows at exposed wounds. A 1979 Arkansas sheriff’s experiment reproduced the classic ‘mutilation’ appearance on an untouched dead cow in ~48 hours. The pro-anomaly ‘alien harvest’ reading (Linda Moulton Howe’s 1980 documentary ‘A Strange Harvest’) rests on ambiguous carcass evidence and unverified lab claims. A major absent genre, sitting at the intersection of UFO lore, government-conspiracy belief, and folklore, and officially explained yet culturally persistent.
