Beginning the evening of 6 December 2023, multiple unidentified drones (some ~20 ft, at ~3,000-4,000 ft, some carrying lights, flying a repeated route ~45 min after sunset) appeared nightly over Langley for about 17 days. The base canceled night training and RELOCATED some F-22 Raptors; F-16 combat air patrols were flown and a NASA WB-57F was deployed for imagery. The matter escalated through the FBI, AARO, NORTHCOM/NORAD (Gen. Glen VanHerck, then Gen. Gregory Guillot), and the White House. The Pentagon publicly confirmed the incursions in October 2024, stating the operators were still unidentified with no confirmed foreign nexus; Guillot later said he could confirm only ‘roughly the number and roughly the altitude.’ The phenomenon is treated as conventional uncrewed aircraft (UAS), not UAP — the unresolved questions are operator attribution (a Chinese national who crashed a drone ~11 mi away in Jan 2024, Fengyun Shi, is adjacent but NOT established as the source) and the exposed institutional gap: NORAD’s radar is tuned for high/fast threats, not low-slow-small drones, and rules-of-engagement for downing drones over the homeland are constrained.
